I agree with Brad...
The TI 531 tubing ST sticker is the same type & style used on a 1978 Raleigh Pro. I believe this frame was made in 1978 or after.
Now for the details... Raleigh made a series of bikes with custom decals for the USA market and a separate set of decals for the UK/Europe markets. It appears that a small script "Competition" appears on the top tube. Therefore, I it seems this is a Raleigh Competition made for the European market and imported into the USA by the owner.
