An un-educated guess is that frame (taller) sizes in the 20's aren't the issue as much as current fashion demands for smaller frames. To meet the UCI minimum weight of 15lbs and get tighter triangulation, modern racers willingly sacrifice road comfort for "engineered" efficiency. Wannnabes are probably insisting on similar set-ups at their LBS.
