I thought that this trick was well known, so I sent it to Bob directly, and didn't bother posting it to the list. Apparently it isn't as well known as I thought, so here it is. I think it works better than any kind of prying.

Find a penny (or any flat piece of metal) and nut that will slide into the gap in the stem. Then slide a screw through the binder-bolt hole in the stem and screw it into the nut, so the screw pushes against the penny. This will expand the stem's bar opening.

Only problem is that the gap in some stems is too small to admit even a small nut & a penny.

If the binder bolt threads directly into the stem body, you can just screw the binder bolt in from the wrong side and put a penny in the gap. Then, as you screw in the bolt, it pushes against the penny and expands the stem.
