Dealing with headset issues on a daily basis I can promise you that all frames and bikes are not properly prepped before they hit the market. I sure wish they were!

I was going to say that too. Which means that the frame and fork need to be prepped using a VAR or Campy or Park tool set to ensure that all the surfaces are parallel ... But aren't all frames machined that way before assembly?
