In that case, put in a wheel with the diameter rim you want to use, a 2 to 3" bolt or piece of metal the same diameter as the brake mounting bolt inserted in the hole, and a tape measure should get you there with reasonable accuracy. You can probably figure out a measurement from the drop out to the brake hole, that will get you close, but that method has it's own set of inaccuracies.
