The auction text hints at the purpose.

"Offered here is a NOS GB brake-cable lubricator. To use, cut the brake outer cable at the high arc by the handlebars and fit this device. It holds the two cables parallel at the same time."

The housing ends (open after being cut in mid section) are joined with the brake cable lubricator. There is a hole in the lubricator to introduce oil or grease inside the cable housing.
