I am sure that you will get a more scientific response but I am under the impression that 700 c actually was originally meant to be 700 mm in diameter but tires have become smaller these days and are really more like 680 mm in most popular applications. I do not believe that there ever were any Campagnolo labeled rims in 27" size.....
