I'd just start the tape at the point where you want and wrap back to the end of the bar. This doesn't work to well for full-wrap road bars, since the edges tend to peel at the tops and bends behind the levers, but on the drops it should be fine, especially with cloth tape. Custom shape a wine cork for a bar plug to get a unique look.
