Get the size medium set.. Your steerer length is dependent upon the bike you design; head tube length, lugs used fork crown used and headset used. Round up all these components and start measuring .. You should start ASAP making a full size drawing on some graph paper (Get a large role at an architects' supply store.) OR, a classic approach (and one which is smart on a first frame)is to carefully copy those dimensions from a design you like (your favorite DeRosa or whatever.)
