Wow! I am not sure if I am reading these rules correctly, but every single PayPal transaction I have had with members of this list in the UK have involved something like an .0375 surcharge...and there have been quite a few with some of the most esteemed members of the list. I still feel that if they tell me that is an additional charge that PayPal levees on them, I appreciate the efficiency of the PayPal transaction enough that I have no hard feelings about paying it.
