I would think they need to be clamped and glued. It seems these pulleys have an internal stress as molded and the split usually opens up a bit.
If anyone is going to try there is an "advanced formula" of Crazy Glue that seems to be much stronger and durable than the original. Great stuff on the applications I have tried.
