I use a block of wood to tap them in. The real trick is to remove them without bending the inner flange. I use a socket close to the i.d. of the dust cover hole and then rock the socket in a circular motion to slowly lever out the dust cap from the hub body.

There really is no need to remove the dust covers to clean the races or anything in the first place. Same thing with a bottom bracket fixed cup; leave well enough alone!
