Angel corrected my earlier note by saying:

Ferrari therefore could have been riding on a Testi, however it would be unlikely as he was born and lived his whole life in the town of Sospiro in the province of Cremona. Cremona is far enough away from Bologna (and nearer to Milan and other bike hotspots) that it is highly unlikely that he would travel to Bologna for a frame. As a pro, he rode for Frejus from 1950 to 1952, then for Learco Guerra for 1953-54 before passing to Arbos for the 1955-56 seasons. This would also not explain the note about 1948 world championship. Lastly, Ferrari was Italian amateur champion in 1947, 1948 and 1950 which would merit mention too. Can another Italian winner be found for 1947, what about 1948? Let's find out more about this. Like Jonathan said about his frame, the photos of Dave's Testi also seems to be quite nice, so it would be nice to confirm that a nice bike also won prestigious races.
