From the one pair of Victory calipers I've used and played with (admittedly not a very large sample universe), the front half of the Victory pivot bolts are slightly longer (2-3mm?) than NR/SR bolts and are not directly interchangeable unless you include the extra bushing Victory places between the brake arm and 13mm locknut. Without that bushing the NR/SR 10mm loicknuts bottom-out on the threads before contacting the 13mm locknut.
