My method, for what it's worth, is as follows:

Day One: Apply layer of glue to rim and let cure overnight.

Day Two: Apply three additional layers of glue to rim with one hour to cure between each coat. Apply one layer of glue to base tape of tire. Let last layer on rim and layer on tire cure for one hour then intall tire and inflate. Allow glue to cure overnight with tire inflated.

Day Three: Ride.
