Joseba Beloki (ONCE-Eroski) lost control of his bike and locked up his rear wheel, fishtailing on melted tar. The tire didn't come off the rim until the bike was already sideways, at which point the crash was inevitable.

In other words, the rolled tire didn't cause the crash, it was a by-product of the crash.
