No guess on the identity of the maker, but what's the threading on the headset and bottom bracket? French threading would confirm the Gallic origin. Of course this bike may date from after the time when French companies started switching to English threading in a bow to market pressure. Sacre Bleu! First our BB's, next, the Big Mac!

Any further guessing would need pictures of the frame details. But from the wrap around seatstays, I'd guess English origin before French. Or was this finishing style used in France?
