I'm not sure if Puch ever liscenced them but it sounds like a frame called a Rigi. They were great criterium and hill climb bikes with ultra short wheelbases.
If its what I can recall the seattube was replaced with two (aprox 10mm) tubes set about 2cm apart, just enough room for the tire to pass between. I raced with a friend who had one only to find the one major flaw, the front deraileur wasn't a braze on, which would make sense, but a custom made mini clamp on type.
It was a really nice, light and fast bike. I wish I had one. I hope that might help.

I can't help with that particular Puch i'm afraid, but i got a question about Puch myself: I saw a Puch frame at an exhibition in Vienna last year that was a special design for uphill TT, with two thin "seattubes" that allowed the rear wheel in betwen them for a shorter wheelbase ("Bergmeister"?) Question: was this a prototype or were thse actually sold? If so, how many are around? i could provide a (bad) picture if it helps.
