My knowledge of industry standards goes back only to about 1973. And in 1973 I can assure you that no major manufacturer was building to 115mm. But it should be noted that Raleigh's quality control was rather poor. It's also been 32 years, and who knows what's happened to the frame since then. It probably just needs to be aligned.
