NARU means that they have been suspended from using the Ebay forum. It also means that they [Ebay] have ended all of their auctions. Could be from repeatedly selling something disallowed, or not following through with sales or purchases, or repeatedly violating Ebay rules of any kind. They actually warn you first, then...kaboom -- you're gone. Then you have to wait for 30 days (minimum suspension period), then request that they would benevolently pardon your past wayward ways -- predicated, of course, on your humble submission, and assurance that you have repented. Then you are re-enlisted as a registered user.

Just looking at an auction that I was following for a Merckx frame from cyclo-network. Now, under the feedback it shows "Not a Registered User", which is a change from what the feedback showed originally.

I use eBay a lot, but not sure what that "NARU" means or how that happens. Anyone know?
