[CR]What is the purpose of these interesting "tempo" Cinelli bars?

I noticed these on EBAY and wondered why the unusual drop bar bend? What kind of riding are they for? These are not at all like their crit bars I once had. The 26.4 diamter tells me it must be within our time frame? But I suspect that is wrong and the real diamter is 26.0, making them modern bars? Did these drop bars orininally come anodized like that?
