When these first came out, the scuttlebutt was that they were for time trial
bikes. They were light, aerodynamic and satisfied the requirement that you
had brakes on the machine. Nobody braked during a TT except at the end, and
if you'd ridden right, you only had to slow down enough to have "team
support" catch you as you fell off the bike! I remember in the 70s (before
the aero craze), some guys would remove a brake to save weight for time
trials. It might have been an old tradition at that point, hence the rule
that you had to have TWO brakes for a road TT.
