Can't help you much other than to say that I think you can still have a Rotrax bike made by the company. Rotrax Cycle Shop is at 132 Shirley Road, Southampton, Hampshire, SO15 3FD, England. Tel. 023 80221 348. Maybe a letter to the shop would get you the info you're after.
I saw one of these modern Rotrax frames a while ago and it was very nice indeed although I've no idea now whether they still make their own or farm the job out to a third party. I suspect the latter.
I don't know the history of Rotrax but I know they made some very fancy-lugged frames decades ago. If my memory is working properly, Bob Reid had/has a plainer-but still nice-one.
