I must agree with Richard but must add one thing. Ornate lugs go back
at least into the 1890s on steel bikes. Many of the first hobbyhorses
had very ornate lug-like reinforcements to the wooden frames. Hobbs
are great, but Hetchin's brought fancy lugs to the masses.
