Clicking on the head tube close up, the label says "Masi USA." That may explain how the guy in CA bought the bike. Looking at the same close-up, at the top tube and down tube near the head tube, it appears that the frame is, indeed, a 3V. (I'm seeing rings on these tubes resembling 3V's lugs). So, I'm guessing the seller is, er, mistaken. VladLuskinSFCA
