I picked up these brakes at the El Sobrante Pedaler swap meet last weekend:

What's the best method of removing the surface rust, steel wool or other? Once cleaned up, how to keep the rust from coming back? Worth it to disassemble and try to source non-rusty campy or new aftermarket fasteners? Is re-chroming do-able/afforable?
What model are they? I paid $40, shop said they were "rusty new old stock." Was $40 a fair price? Since I'd just shelled out $40, I said "It's patina." (hahaha)
They are the last bit I needed to finish my low-budget all-campy Bianchi fixie. The bike will get ridden this winter, so would like to keep the rust at minimum.
