Definitely a Cinelli. It's virtually identical to my single-headed Cinelli stand, except that it's the first double-headed version I've actually seen, and it has more legs. I wonder, however, if this one has been repainted. I've never seen one that wasn't black. Very nice workstands, in my opinion. Although I have Cinelli, Park and Ultimate workstands, I prefer the Cinelli's screw-clamp jaws arrangement, as opposed to Park's snap-clamp/screw-set adjustment. You have to adjust the clamping tension each time you close the jaws, but it's a quick and easy (and safe) process.
