No need for a vat. Use Peter Weigle Framesaver! I'm convinced that the properties of Framesaver are ideal for the purpose of adding a little protection inside your bike frame. I have also noticeed after over 30 years in the bike painting business, that internal rust is normally not a problem. All of the interal rust problems I've seen were caused by improper chrome plating. At a point, I'm not sure if even Framesaver would stop the activity of plating acids trapped in a tube, but it might.
