I don't quite understand the numbers here...about 5 years ago, I bought a "new old stock" C-dale Cad 2 R500 frame and fork cuz it was a steal at $200 cdn. I built the bike up with typical good 80's parts, a mongrel mix of 7 speed Campy/Shimano/Mavic/Cinelli/barcons. That bike was under 21 lbs in a 54 cm.
Maybe Consumer Reports poured sand in the seat tube to make the centre of gravity lower...I just don't know how they made that bike so heavy. Maybe low end Shimano Tioga stuff is heavy.
My wife Elizabeth rides a Tourmalet...nice bike even if it doesn't have lugs. It's True Temper... 23 lbs sounds right.
OT...my c-dale rode like a scared cat...light and stiff and I did a number of centuries on it. Me and Cippolini. I sold it because I like all things classic and retro, not because there was anything wrong with the ride of the bike. I stripped the parts and sold the frame for what I paid for it.
I love riding my old steel frames. But they are not as fast as this ultralight gear. Unless of course you are Dede Demet and ride like a woman pocessed. It's a shame (for us) she got immediate sponsorship and is riding in Europe while attending university. That Mariposa was retired to Mike Barry's shop awaiting the day she can ride it again. I would have liked to seen her win a few more on a real bike.
