Pro racing bikes from the sixties and before all had fender eyelets because fenders were used during winter training.

There are plenty of '50s fotos of Fausto Coppi training in the winter on his Team Bianchi with a full set of fenders. It was very common in the 30s to leave the front half of the front fender on a race bike and just to remove the back half of the front fender along with the rear fender for races.

Even my Mercian Superlight road/track bike has the track ends drilled and taped for fender mounting.
