I may be all wet but my guess is that the the smaller wheel on the front is necessary because that standard wheel size would not fit between the fork and the downtube with the fork reversed. The fork is most likely reversed to allow the rider to ride closer to the 'windshield' to minimize turbulence. The whole set up seems to be more 'innovation' than 'design'. Any other takers? Dave
