Harvey, I agree with all you've said about this frame - but it's worth noting that many tandems of this type were built up from raw frames, so having the stoker operate the 3rd brake was not _that_ unusual. My LeJeune was set up in this manner but, frankly, I decided it was a permissible arrangement after seeing in on a fair number of bikes. I think the idea was that the brake didn't really slow down the machine too much anyway, although it did manage to assuage some of the stocker's fears. Regards, Fred Rednor - Arlington, Virginia
