Depending on context, it can mean any one, a portion of, or all of the following common terms:

Jerk, Butthead, Dork, A-hole, Asswipe, Dikweed, Dumb ass, Idiot, Outcast, Inexperienced bike rider who doesn't know how to handle a bike, etc., etc. In So. Cal it is a term of endearment used affectionately towards the recipient. One may be a Jaboni, but at least they're riding a bike. Sometimes that's not good.
