Sounds similar to the model ridden by Boyer, Hinault and Lemonde in the mid-80's, right at the cutoff date for CR. Could be a team frame, but if it is a complete team bike, it would have to be a lower division team team, as top teams would have used Record (C-Record or Super Record) rather than Victory components.
