The lower stack height on Campy track headsets is smaller than the lower stack hight on road headsets. Putting a track HS on a road bike steepens the head angle, lowers the BB, puts the TT off horizontal... In practice, this is all but immeasurable, but I think Campy made a point of keeping road headsets one way and track another.
This is not to be confused with total stack height which actually has more practical significance because it dictates whether we can use certain headsets with certain forks on certain frames. This is why a Campy track HS is a luxury style fix for a slightly too short steerer. Tange Levin, among others, is a more practically priced fix for the same problem... and the old (OT and ugly) 105 SC would buy you a bunch of millimeters.

I think track was same as GS, priced alike, too. 8 flats, reason for using the gs with the track might have been for the trimmer , lower profile Larry Black Mt Airy, Md
