Belleri made various qualities of bars. Some are quite nice. I don't know of then being used by Herse and Singer - they used Philippe, as well as AVA in the 1940s and 1950s. The latter mostly for randonneur bars. In the 1970s, you'll find Cinelli on some Herse, too.
I have used Belleri bars on several bikes with no problems. Sheldon
Brown reports that some later AVA stems caused problems. You may want
to check that.
