There's a good chance it's made by Magistroni, in which case there's a good chance it's of high quality. There once seemed to be millions of these around but clean examples of the nicer Magistroni cranks seem rare to me. Is your's the Bianchi version of something like this?

For my part, I would be reluctant to use it on a winter beater. But I'm very sentimental about those cranks.
