The difference is that once you sign up for that "premier" account, you are charged a percentage on EVERY transaction, even when a credit card is not used. As a buyer, I can always use funds that are not from a credit card; as a seller I just specify that I cannot accept credit card payments... It might be tricky, but I need to remember to tell my wife about that "other" thing to avoid the monthly cap...
