This business of brazing derailleur hangers to track drop-outs was very common in the Uk particularly during the period 1975 to 90. As you know one of the main interests in cycling in this country is time-trialling, and during that period there was a drive to produce specialist bikes with shorter wheelbases in an attempt to reduce darg and increase rigidity etc etc, To this end builedrs such as myself produced all manner of frames with curved seat-tubes, split /double tubes on the Saxon style, Sun manx TT syle etc So short were the chain stays to produce fag-paper clearances that it became impossible to remove the rear wheel by pushing it forward, and even vertical drop-outs were not much better, so we used track rear ends and added the gear hanger. It was not an ideal solution but it was manageable. The system also had the advantage that the bike could be used with a fixed wheel for those very flat courses. where multiple gears were not required.

I was interested to read the reference to a "Bev Wood" frame. Is this an American Bev Wood or the English chap from the 50s, who rode in the first Tour of Britain?
