I installed many a Simplex derailleur on Campy dropouts. I never had a problem with the bolt. Even though there's no counterbore on the back side of the hanger, the chain would not hit the bolt. And there's no damage to the threads in the dropout, so you can change back and forth between Simplex and Campy derailleurs.
