If the seat post clamp is welded the bike is pre-war/if removeable post war.The FF dropouts appeared in 1938 on the L/Ws.Schwinn was using electro welding by 1940(this I know from sandblasting and painting a pre-war frame)That front brake startes at about $150 used on ebay.
