Well besides Peter's comments about RD position relative to the freewheel cogs, depending on how fat a tire you're running and clearance behind the seat tube and/or fenders that would affect where you'd chose to put the hub. Others claim that they like the wheel further back on rougher/bumpier road surfaces for a bit more compliance, and closer to the seat tube for a 'snappier' rear end. Frankly I doubt that the small range of adjustment the even the longest dropouts provide could actually affect the ride to any great extent, but I've had people who would swear it makes a difference. Personally I think it's more about tire size and clearances.

<shrug>

Me I tend to run my wheels as far forward in the dropouts as possible (again depending on tires and fenders), mostly because this means there isn't a huge amount of adjuster hanging off the end waiting to get bent.
