The earliest occurence of internally routed brake cables that I'm aware of is on a pair of royal enfields that I own. Admittedly it's only the front brakes rather than a rear. The brake lever is an inverted design mounted in the end of the handlebar, this pulls a cable through the handlebar which exits underneath the stem. This is directly attached to the stirrup which is pulled up to contact the rim. I have a jpg if anyone is interested. ladies model is 1903 and the gents racer is 1906.
