Is a cell phone what us Brits call a mobile. Or is it a phone that you are allowed to make calls on from a prison, by the screws (prison wardens)? Seriously all cell (mobile) phone use is banned in the UK when riding or driving. Heavy fine but everyone ignores and breaks the law. Che Guevara is supposed to have said true socialism can only come about when everyone is riding a bike. Not so sure I would go along with this but the bit everyone riding a bike .Emphatically yes. Ban all bloody cars and mobiles. Spoken like a true Luddite.
