I know Bud's Bike Shop (LA counties oldest Pro bike shop) in Claremont, CA (30 miles east of LA) has the Mavic tool to do the job. (It's just adds a 2mm chamfer to the BB shell that does nothing to prevent using any other BB you'd want to use in the distant future.)
