I think you can (1) ream the steerer tube .2 mm to 22.2 <or> as Pete G. says (2) take emery paper to the stem & evenly remove .2mm <or> (3) buy either a skinnier (French) stem, or an English-sized 22.2-steerer fork

I picked up a peugeot super competition with reynolds 531 tubing recently. the cinelli stem i had doesn't seem to fit in the headtube. can someone explain why this is? also, i am thinking of replacing the headset. would i need to buy a french threaded headset for this frame?
