I enlarged the pic and zoomed and concur with Jay. Its a bikestand that supports the BB and wraps over the downtube ans not a kickstand crushing the stays....
I'm interested in the bike so perhaps I should not dispel the myth...oh well

I have a photo of # 11704 which is supposed to be a 1977. It has the fastback seatstays with clamp on brake cable guides. Pog #11716 is a chrome frame with traditional seatstays with clamp on cable guides. Pog # 11783, a chrome Pog that was offered a while back on eBay (by Ken Denny, I believe) has the traditional seatstays, clamp on guides, and has the stylized SP stamped in the fork crowns. All these are 1977 or later bikes, I think. I was told that Pogliaghi #D887 (where the D stands for 10,000) is a 1976 bike.
