I have two bikes in my garage with C-Record Delta brakes and both stop as well or better than my bikes equipped with Campagnolo NR/SR, Universal 39 or 51, or Mafac brakes. Only the modern double pivots outdo them in both modulation and absolute braking. The only reason that the Deltas have a reputation of not stopping well is that few people are sufficiently patient and mechanically adept to set them up properly. You also need the hard to find 3.5 mm allen key. Once they are set up properly, they work very well. I suggest that you find a new mechanic as it is obvious from your comment that your present mechanic doesn't have the skill or the patience for these notoriously fidgetty brakes.

The brakes that have the earned reputation of not working well are the Modolo Kronos brake calipers. The Kronos levers on their own are very good.
