As the owner of a late ( July-August 1972 ) Legnano , this is how I would describe the "seat-post-clamp" area .
The seat-lug has a large SLOT cut into it , just a most seat lugs have a large slot cut into them . And the slot runs up and down , just as most such slots run up and down . However , what is different is that instead of the slot being at the upper-rear of the seat lug , the slot on a Legnano is at the lower-front of the seat lug .
And yes , there is a built-in , reinforced , area for the nut and bolt . This "seat-clamp-bolt" is located under the top-tube , at the point where the top-tube joins with the seat-tube .
Final note - this is NOT any kind of expander bolt , nor is it any kind of a "set-screw" . It's a normal "pinch-bolt" type of nut and bolt . It's just not quite in the average place .
This sounds a bit different from what you were describing about the unidentified frame ? Maybe ?
