Dirk, I never heard of "Herse" decals but the limited views show them to be very close to typical handpainted. The lugs and fork crown are Herse....The parts were cheese *but* the universal brakes have the typical acorn fixing nuts that Herse liked to use. They were also usually seen on the chainrings and toe-clips. A shot of the serial on the left rear D.O. would tell the tale!! Just My $02
